Ramaxia Primada (what humans call, Base Thirteen) is a floating underwater embassy anchored to the promontory of the Yulixapuk (Bentley Ridge).
Ramaxia Primada is a chancery and diplomatic residence for helovx ambassadors. It houses over fifty permanent and semi-permanent femmar, most of whom are hizaki, bizaki, and marixi. It also maintains a temperate residence quarter for the human diplomats stationed there.
Ramaxia Primada’s exposed surface level contains a transport dock and a public park with green grass. It houses nine corporate meeting centers, five consulate offices, and a diplomatic administration center. A short-term residence wing exists on the surface for humans unable to remain submerged for extended periods.
Beneath the water is a cone-shaped habitat disk that offers an expansive social court with restaurants and kiosk carts specializing in helovx food. There are also four foodapaxo, two style houses, a gaztenx, a square garden, and a sizable credoopaxi for femarctic visitors and residents.
Additional social amenities include one bluzsh, a micro garden club, a digicax hall, two recreational taprooms, and a gathering park with a communal pool.
The narrowing spine of the structure contains residential levels. The first, beneath the habitat disk, houses the apartments of humans assigned to the Base. Beneath them in the spine is a medical center, custodial housing for fleet-assigned and administrative staff, and Ramaxia’s Ambassador Prime residence.
Human representatives do not enjoy full extraterritorial status. While Base #13 remains under the operative jurisdiction of Surface Operational, the Second Office administratively governs its staff under the Office of Helovx Advocacy. Consuls do not retain diplomatic immunity from Ramaxian law; Femarctic custodians may access all assigned premises at any time, without permission of the represented country or government.
Ambassador Pitana Dag (10th Gen) is the current Prime Administrator of Ramaxia Primada.
