The Balanced Citizenry Act, authored by the Fifth Office of the Committee, Wox Dag, sought to end the freeborn epidemic by outlawing the existence of Femarctic Males in the Citizenry.
The BCA was brought forth as a motion, in its entirety, during the Third Cloister Session in 2203. Primary Fusa Kul seconded it, having lost her bond partner during the birth of twins, one a freeborn sired by a male. It was thirded by CR Prime of Toxis and the current Prime Chair of the GPD, Riba Wygz.
The Ruling Gen Platform was divided* on its passage, forcing Sernatae Yir Gizul into soliciting ratification among the embittered CR Chamber (many of the formerly incumbent Sixth Generation). Expecting contention, the Sernatae ordered a two-count majority rule to pass the motion. The BCA passed the Chamber with five votes in favor and three opposed.
- The motion to enact the BCA has been the only time to date the Ninth Ruling Platform has been divided equally on any motion.

The Balanced Citizenry Act of Ramaxia
-ratified on Yubol 25, 2203
It is in the best interest of the Femmar, as a species, to restore generational balance.
The creation, socialization, and eventual propagation of the masculine gender has led to the political and social imbalance in the Citizenry. Separation, retraining, and segregation have all failed to eradicate the imbalance brought on by the presence of the masculine gender in the Citizenry.
As it is in the best interest of the Femmar as a species to reestablish balance before future generations can be scheduled and produced, any citizen of the masculine gender born of a scheduled or freeborn will be collected and terminated.
Article 1
Any Citizen, no matter her position in society, knowingly housing, harboring, or employing any citizen of the masculine gender born of a scheduled or freeborn will serve the rest of her natural life in Isolation.
Article 2
Citizens in the service of the Citizen’s Guard, the Prime Lab, Citizenry Chamber, or Ruling Platform, and all those held to a higher standard of accountability, having been found to knowingly house, harbor, or employ any citizen of the masculine-gender born of a scheduled or freeborn, must surrender herself for termination.
Article 3
Any Citizen that willfully engages in the medical, cosmetic, genetic, surgical, or administrative altering of any citizen of the masculine gender born of a scheduled or freeborn will serve the rest of her natural life in Isolation.
Article 4
Citizens in the service of the Guardia, Prime Lab, CR Chamber, or Ruling Platform, and all those held to a higher standard of accountability that willfully engage in the medical, cosmetic, genetic, surgical, or administrative altering of any citizen of the masculine-gender born of a scheduled or freeborn, must surrender herself for termination.
